The right to freedom of speech and expression may be restricted in a reasonable manner on eight grounds, according to Article 19(2). The Supreme Court has ruled by a 4:1 margin that the government cannot be held responsible for statements made by a minister, even if those statements can be linked to state affairs or are made to defend the government.
