Guidelines for implementation were established during the Global Biodiversity Framework Fund's inaugural meeting in Washington, DC, USA, and were suggested during COP15 in 2022. The governments that make up the GEF pledged $1.1 billion toward international projects that deal with pollution control, nature restoration, climate change, and biodiversity. The meeting endorsed $203 million for 21 climate change adaptation projects from the Least Developed Countries Fund and Special Climate Change Fund, and approved $918 million for 45 projects from the Global Environment Facility Trust Fund. In order to allocate donor funds effectively, the council also approved the Resource Allocation Policy and the Project Cycle Policy.
