India has for the fifth time invoked the WTO's Peace Clause, claiming that limits on rice subsidies have been violated. Developing countries are protected by this clause from disputes arising from violations of subsidies. Subsidies must not exceed 10% of production value, based on a reference price from 1986–1988, according to international trade standards. India wants to see changes made to this formula and put forth the Peace Clause in 2013 as a stopgap until negotiations for a long-term solution could begin.
