In its report on used water management, the Council on Energy, Environment, and Water highlights Punjab, Karnataka, and Haryana as national leaders. Groundwater levels are declining as urban water demand increases. Infrastructure for improved treatment and reuse is needed for Urban Local Bodies (ULBs). 90% of ULBs are hampered by financial constraints. Out of 72,000 million liters of used water, only 28% are treated. In an effort to address the urgent water crisis, CEEW suggests using the Municipal Used Water Management (MUWM) Index to prioritize treatment and reuse.
