Which Union Ministry has appointed a panel to review its anti-discrimination policies for institutions of higher learning?

The Scheduled Caste, Scheduled Tribe, Other Backward Classes, Persons with Disabilities, and Other Minorities in Higher Educational Institutions Anti-Discrimination Regulations and Guidelines Review Committee has been established by the Union Education Ministry. The University Grants Commission (UGC) took this action in response to a Supreme Court directive, in which the high court asked the government to detail the affirmative measures it had taken to ensure that caste discrimination was prohibited on campuses.
