The Assembly-passed Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Bill was returned to the State government by Governor R.N. Ravi. The House was said to lack the "legislative competence" to frame it. The state Cabinet has chosen to reintroduce the legislation that would outlaw online gambling in Tamil Nadu. According to Article 200, the Governor may not refuse to assent to a Bill that has been passed by the House a second time, with or without amendments.
