Which High Court declared that 'a fundamental right is the right to speedy justice'?

The Madhya Pradesh High Court dismissed an appeal against the Chief Justice's executive order directing district courts to resolve 25 of their most recent cases on a quarterly basis, ruling instead that "the right to speedy justice is a Fundamental Right." A court's target for the following quarter will be increased if it is unable to resolve 25 of its oldest cases in that quarter, per the order. Attorneys throughout Madhya Pradesh went on a protracted strike in protest of the ruling.
